On the way to Saxony's identity ecosystem
The EUDI wallet was a prominent topic at the network meeting of the Digital Pilots Saxony, organized by the Saxon Association of Cities and Municipalities, on September 3, 2025. KAPRION Technologies, the City of Dresden, and the Dresden University of Applied Sciences (HTW Dresden) presented technological and political developments to 160 participants from 80 Saxon municipalities and representatives of the Saxon State Chancellery. The state of the art and potential municipal applications were presented and lively discussed. With a view to achieving broad knowledge and technology transfer, solutions must be found to meet the administrative requirements of small municipalities and communities, particularly in terms of both effort and benefits.
📣 Last Saturday it finally happened! At the summer reception of the mayor of State capital Dresden It was officially announced that Dresden will be the pilot municipality for the German EUDI wallet! 👨🏫 On this occasion, Robert Schröder from the IT department, the planned scenarios (e.g., volunteer card, Dresden Pass) using a prototype that very clearly illustrates the interaction between BundID, EUDI Wallet, and the city's specialist procedures. The presentation immediately led to a discussion among those present about further potential, such as proactive administration. 🏆 I am very proud that we have made it this far with this topic in Dresden! The status as a pilot municipality is the success of many stakeholders who have been working together in trust since the launch of the showcase project "ID-Ideal." 😍 Now it is up to the local stakeholders to seize this opportunity and, together with the SPRIND - Federal Agency for Disruptive Innovations and the Federal Ministry for Digital and State Modernization To implement applications that create tangible added value for citizens. We will address the Dresden University of Applied Sciences contribute to the pilot project as part of the "SaxTrust" project. Initial discussions for the Saxony-wide transfer of the Dresden activities are already underway! 💡 The EUDI Wallet is much more than a technical project. If used correctly and sensibly, it can significantly simplify citizens' interactions with the administration and, at the same time, reduce the burden on employees through automated data verification. After all, an effective administration is an important contribution to people's trust in the government and democracy. Let's get started!
The Co-Creation Lab for Administrative Digitization of the City of Dresden and the Dresden University of Applied Sciences (HTW Dresden) has been nominated for the 24th eGovernment Competition . The competition recognizes groundbreaking projects in the public sector, promotes innovative approaches, and provides incentives for contemporary modernization based on digitization in public administrations, social insurance providers, and healthcare institutions.
The Co-Creation Lab is a follow-up project to the ID-Ideal showcase project. The development of secure digital identities and credentials has led the state capital to explore how administrative processes could be technically automated. The key to this is digital identity solutions for the administration (RessortID) and citizens (KommPass). However, administrative processes must first be put through the digitization test. Aspects such as usability, simplification, and acceleration are crucial for process innovations, but must not be considered from a bureaucratic or purely technical perspective. The administration urgently needs to consider the citizen's perspective , especially that of digital natives. To enable disruption, the Co-Creation Lab poses the question: "How would a high school graduate, for example, design an administrative process in 2025?"

The way to a person's trust is through their stomach. That was the motto of this year's appearance by the HTW working group at the Long Night of Science in Dresden. At the Trustnet Café, visitors learned about the next evolutionary stage of the internet while enjoying free crêpes and waffles. In the "Fake or Fact" quiz, each guest could test their ability to trust digital information.

In a digital world full of fake news, data theft and cyber fraud, SaxTrust is paving the way for a secure internet. This innovative research project is being carried out by KAPRION Technologies GmbH, SQL Projekt AG and HTW Dresden as part of the SAB's InnoTeam program.
The aim is to develop a trustnet - a new evolutionary stage of the Internet. The trustnet creates a legally secure digital space that reliably secures interactions with verifiable identities and digital proofs (verifiable credentials).

The Open Identity Summit serves as a platform for exchange between science and practice on the topic of digital identities and trust. This year's focus is on Identity Management, Trust Services, Open Source, Internet of Things, Digital Wallets, Privacy, AI, and Cloud Computing.

Risk calculations and cost-benefit considerations control the choice of technology here. Our case study in a mobility ecosystem shows that When establishing business relationships between companies and customers, an unexpectedly high number of processes are used for a wide variety of attributes. Specific investments of this kind lead to high costs and are a headache for users due to the additional work involved. The potential for a universal identity infrastructure is therefore enormous. However, this requires a rethink on the part of organizations. On the way to eIDAS 2.0 readiness, we therefore recommend an analysis of the information requirements and the institutional environment of the company, which determine the choice of technology. In the future, this could make it easier to compare different implementation options and subject them to costing.
